MBgrader is a command line tool that aims to arrange, check for completeness, clean up and tag your mp3 collection. It extracts all necessary information from the directories and files and uses the musicbrainz database to grab the id3-tag information, writes them to the files, renames and rearranges them according to your desired structure.

Keep in mind that the current state is not stable at all, it's still under development and needs thorough testing (Perhaps you'd want to try it on a copy of your mp3 collection for now). I'm thankful for any reported bugs and problems.
